Duane Tucker
San Antonio, TX

Duane has had a successful career as both a military and civilian management analyst. His business process improvement recommendations during his final military tour were documented at saving more than $20 million to the taxpayer. Duane has experience leading both PWS and MEO teams for A-76 studies and has performed as an independent reviewer for completed management studies. A business process re-engineering maven, Duane has performed comprehensive reviews for the City of San Antonio, Texas in multiple areas including the city’s Emergency Management Center and Comprehensive Nutrition Program. Duane is skilled in Activity Based Costing, an important adjunct to crafting a cost effective MEO team. Duane’s ABC expertise has been applied to organizations as varied as medical and communication services to the student loan guarantee service industry. Duane is currently a Senior Cost Analyst/Project Manager at BAE SYSTEMS. He is a primary author and contributor to BAE SYSTEMS' A-76 courses.

Tomi Talor

Tomi’s six years experience in the A-76 and competitive sourcing arena covers nearly every aspect of the A-76 process, with specific experience gained in support of ten different A-76 cost comparisons. Mr. Talor's experience includes data collection and analysis; PWS, QASP, MEO, and TPP development; workload, Pareto, and cost analysis; group facilitation; briefing support; and database design and programming. In addition to general A-76 experience, Mr. Talor led the development of BAE SYSTEMS’ COMPARE classroom training course and related materials and an on-line (web-based) COMPARE training product for DoD use.
Tomi is currently serving as the Project Manager for support of the Office of the Deputy Under Secretary of Defense (ODUSD) for Installations & Environment (I&E) Competitive Sourcing & Privatization (CS&P) Office. In support of the ODUSD(I&E) CS&P Office Tomi is responsible for making recommendations for DoD A-76 policy changes, management and oversight of the COMPARE software, management and support of a web-based BAE SYSTEMS developed COMPARE and DoD A-76 Costing help desk, and analysis of various DoD A-76 costing issues. In addition to his work in competitive sourcing, Tomi has also performed, prepared, and/or supported cost benefit studies, economic analyses, and life cycle cost estimates.
Tomi currently serves as a Project Lead within the BAE SYSTEMS Competitive Sourcing Group and Program Manager of the COMPARE software and help desk.

Ed Ori

Ed Ori, is currently serving as a Program Manager for BAE SYSTEMS Corporation within its Management Services Business Sector. In this capacity, he has worked on numerous ABC/M and related A-76 projects for a wide range of customers within the U.S. Department of Defense, working directly with the Army, Navy, Air Force, and Marine Corps. His 24 years of project management and leadership experience consists of conducting numerous organizational analysis projects using advanced cost management techniques to include ABC/M, cost driver analysis, value added analysis; strategic business planning; benchmarking; performance measurement assessments; and organizational change. Ed’s academic background includes a Bachelor of Business Management degree, an MBA and, he will complete his Ph.D. this year.

Don Hagedorn
|
Don has used his BA in Economics as a building block to develop a thorough knowledge of the OMB Circular A-76 program and has worked as an Analyst for seven varied cost competition studies. The subject range of the studies has included facility maintenance, motor transportation, logistics, and information technology. He has worked as a Program Manager on selected studies. Relevant efforts have involved tasks pertaining to WBS development, PWS preparation, MEO development, IHCE preparation, and Independent Review facilitation. Don brings the ability to look at these studies from a different viewpoint because, prior to his work with A-76 efforts, he had conducted numerous environmental impact analysis studies for Government civil engineering organizations. These studies were in support of environmental analysis, planning, compliance, and monitoring, and in the evaluation of socioeconomic, infrastructure, transportation, land use, and airspace effects of actions on communities and regions.

Les Boggs

Originally from the Midwest, Les earned his MBA degree from the University of Missouri. He has over 6 years of consulting experience in the areas of competitive sourcing, workload assessment, business process re-engineering, financial management, and privatization. He is experienced in all aspects of A-76 competitive sourcing, having served as the lead on PWS and MEO development for both military and civilian clients. Les also has 15 years of in-depth government experience, having served as a Deputy Budget Director, project manager, and a grants manager for the Department of the Interior, as well as a budget analyst, grants manager, and loan officer for the Department of Energy. He has multi-national experience in the areas of budget administration, grants management, operations and maintenance of public infrastructure, acquisition support, privatization, and strategic planning.
A big-picture thinker who doesn’t lose sight of details, Les has a proven track-record for determining the most effective and efficient means of using resources to achieve goals, decide funding priorities, determine project feasibility and cost benefits, and creating Win/Win solutions for clients.

Henry Lesesne

Henry Lesesne is a management analyst
within the Management Services
Business Sector. He
has seven years of A-76 experience, encompassing the
full range of Most Efficient Organization (MEO)
activities. He was a primary manpower and organization
consultant in the Offutt AFB Base Operating Support
competition, the U.S. Air Force’s largest completed
multi-function competition, which was awarded to the
agency. He participated in nearly the complete
life-cycle of the A-76 process; from public announcement
of the competition, performance work statement creation,
data collection, through MEO development and
in-house-cost-estimate, independent review, bid award,
MEO implementation and transition, and post-competition
accountability. Henry’s broad range of functional area
consulting includes transportation, supply, aircraft
maintenance, communications, information technology,
administrative support services, education services, and
aircraft operations. Henry has over eleven years of
project management and leadership experience
encompassing change management, continuous process
improvement, workload measurement and analysis, customer
care management, quality assurance and quality control,
resource management, and organizational change.
