Denise received her Air Force commission in December 1980 through the Air Force Reserve Officer Training Course at Auburn University. As a warranted contracting officer, Denise solicitated, evaluated, negotiated, awarded, administered, and closed out fixed priced and cost reimbursement contracts valued from $100 to $ 1 billion. While teaching acquisition and project management classes, in 1995 Denise shifted her career interests into the OMB A-76 Circular program when she became a lead instructor for the Air Force DOS COMPARE program. That exposure lead to BAE SYSTEMS' contract with the Air Force to update the DOS program into a Microsoft Windows based environment. Denise has worked extensively with the Office of the Deputy Undersecretary of Defense (Industrial Affairs and Installations) Competitive Sourcing and Privatization office in the development of their A-76 policy guidance, A-76 Handbooks, and A-76 Cost Manual.
She has also worked as a PM and subject matter expert on multiple A-76 cost comparisons. Denise holds certifications as a Certified Professional Contracts Manager (CPCM) from National Contract Management Association and Certified Cost Estimator Analyst (CCEA) from Society of Cost Estimators Analyst. Denise manages the Management Services Group Directorate responsible for A-76 cost comparisons and competitive sourcing consulting services. Denise currently serves as the Director of the BAE SYSTEMS Competitive Sourcing Group.
