Henry has
nearly twenty-one years of training and classroom
instruction experience. He has not only taught but
developed lesson plans and courseware for a variety of
topics including information technology application and
operation, telecommunication and electronic systems
maintenance, quality control, manpower determination,
A-76 post-competition cost tracking, and customer care.
He is also proficient in group and team facilitation.
Henry applied his project management, IT technical
knowledge with his A-76 and management analysis skills
towards database design and programming as project lead
forthe
development of the U.S. Air Force sponsored A-76 Cost
Tracking Tool. This effort comprised the full range of
software engineering activities; requirements
definition, software design and development, testing,
and support. He is also the project technical lead for
upgrading COMPARE to be in
compliance with DoD’s information assurance policies.
Additionally, he supports the operation and
maintenance of the web-based
COMPARE and DoD A-76 Costing
Helpdesk for the Office of the
Deputy Under Secretary of Defense (ODUSD) for
Installations & Environment (I&E) Competitive Sourcing &
Privatization (CS&P) Office. This support of the
ODUSD(I&E) CS&P Office also includes making
recommendations for DoD A-76 policy changes and
management and oversight of the COMPARE software.
Henry’s academic background includes a Bachelor of
Electronics Management degree and an Associate of
Personnel and Human Resource Management degree.
