The circular expands post-competition accountability by establishing specific reporting and tracking requirements to include posting best practices so as to build upon past successes; mandating a system that tracks the status of post competition performance which provides historical records of competitions once completed; and requiring agencies to submit quarterly reports to OMB detailing competitions in progress and completed during the previous reporting period. The circular continues to require that performance of the selected service provider be monitored, regardless of the performance decision. Consistent with other parts of the circular, the requirement to monitor performance now conforms to the FAR and makes no distinction between selected service providers in how performance should be monitored.
